Hubbardston Board of Health Appoints O'Donnell, DPW Director as Health Agents

HUBBARDSTON — June 3, 2026 — Hubbardston Board of Health appoints two health agents and schedules a June 27 metal recycling event. At its June 3 meeting, the board voted to appoint retiring member Judie O'Donnell as a health agent under MGL Chapter 111, Section 30, to serve as a backup MAVEN disease-reporting administrator — abstaining from her own vote — while Dianna Johnson and Dave Rogers voted in favor alongside Chair Gael Moncoeur. The board also unanimously appointed DPW Director Travis Brown as a health agent with the specific authority to investigate beaver-related flooding complaints and issue 10-day emergency removal permits under MGL Chapter 131, Section 80A, bypassing the need for board convening in time-sensitive field situations. Food Inspector Cathy Hansgate, attending as a special guest at her last such meeting with the full board, urged the board to fill its clerk vacancy — created when inspectional clerk Sadie resigned effective May 26 — "as soon as possible," warning that the board "has never not had a clerk" in its modern history. The board waived the food permit fee for a charity lemonade stand at the June 6 Hubbardston Fair and approved a permit for cotton candy vendor Monte's Candy Cloud pending collection of a $20 fee after the vendor's check was returned.
