Hubbardston Board of Health Moves to Investigate Abandoned Brigham Road Property

HUBBARDSTON — September 30, 2025 — Hubbardston's Board of Health moved to investigate ownership of a condemned property and signaled it may seek state approval to end 30 years of landfill groundwater monitoring. At the September 30 meeting, Chair Gael Moncoeur directed staff to work with the building inspector and town treasurer to determine who, if anyone, holds title to or pays taxes on the condemned structure at 10 Brigham Road, after a resident letter flagged it as a safety hazard — a state demolition fund having lapsed years ago before the paperwork was completed. On the landfill, the board noted the town's 2025 monitoring report came in clean for the 30th consecutive year, with annual testing costs now at $5,150, up from $2,000 at the program's start; Moncoeur said she will contact the state Department of Environmental Protection to pursue termination of the requirement. The board also unanimously approved Title V passing results for four properties, construction and repair permits for three septic systems, food vendor permits for the October 11 Nonsuch Festival, and an installer's permit for F.A. Machete and Sons.
