Hubbardston Board of Health Approves Four Title 5 Reports, Sets Septic Enforcement Deadline

HUBBARDSTON — November 12, 2025 — Hubbardston's Board of Health approved four Title 5 septic reports and issued permits for a septic installer and a holiday farmers market at its November 12 meeting. Chair Gael Moncoeur and members Dave Rogers and Dianna Johnson conditionally approved the report for 23 Iracoy Avenue, requiring the owner to pump the septic tank annually and conduct yearly E. coli and coliform water tests given the property's well-to-septic proximity. Moncoeur recused herself from a one-day food permit for the November 23 Hubbardston Historical Society Thanksgiving Farmers Market because she is the market manager. On enforcement, the board said a certified letter will go to the owner of 6 Brigham Road — who has not submitted a required septic repair plan since a September odor complaint — extending the deadline to end of December. The board also said its recycling budget has funds sufficient to cover an estimated $980 electronic waste removal contract with Templeton Salvage once surplus file drawers are cleared from the DPW yard.
