Hubbardston Council on Aging Accepts Disputed Treasurer's Report, Flags Stalled Town Reconciliation

HUBBARDSTON -- May 20, 2026, Hubbardston's Council on Aging accepted an unreconciled treasurer's report and voted unanimously to approve corrected April minutes at its May 20 meeting. Acting Chair Susan Brangman, filling in for Co-Chair Nancy Aponso, presented internal account figures showing $19,083.67 in the formula grant account and $10,659.62 in the gift account, but warned that "this is not reconciled with the town at all, we don't know what the town has to say." Members said at least one stipend payment submitted for reimbursement from the formula grant had been refused by town administration, despite confirmation from Adam Frank of the Massachusetts Executive Office of Elder Affairs that such expenditures are permitted. The reconciliation gap, corrected in the April minutes from a mistyped December 2025 to December 2024, now spans roughly 17 months. Members agreed informally to redirect incoming memorial donations to the Friends of the Hubbardston Senior Center rather than the town-held donation account until the dispute is resolved, a shift prompted in part by a $1,000 gift recently received from the family of a deceased member.
