Planning Board Approves Ragged Hill Stone Wall Removal for New Driveway

HUBBARDSTON — October 1, 2025 — Hubbardston Planning Board approves Scenic Road permit and previews landmark sandpit overlay session. The board voted unanimously at its October 1 meeting to allow Frederick Hanna to remove a portion of stone wall at Ragged Hill Road, Parcel 05022, to build a 15-foot-wide driveway, with excavation contracted to Glen Hines of Lancaster; neighbor Kyle Foy of 5 Ragged Hill Road spoke in support. Town Planner Alec reported that the Attorney General approved Articles 27 through 29 from annual town meeting but placed a 90-day hold on Article 26, the battery energy storage bylaw, with a response now expected in December. The board's most urgent business lies ahead: an October 16 working session at which engineering firm Niche Engineering will present development scenarios for the long-stalled sandpit overlay district, ranging from small-scale housing to warehouse and industrial uses, with board input that session expected to shape the eventual public hearing and town meeting vote.
