Planning Board reviews overlay language for multifamily development

Planning Board · Meeting of January 22, 2026

HUBBARDSTON — Planning Board works through overlay language for development project. Chair Kristofer Munroe, Alan Carpenter, Francois Steiger, and Mark Kresge reviewed Nitsch Engineering's proposed overlay zoning with consultant Brian Creamer in a detailed working session. The Board discussed permitted uses for campgrounds, recreation, and nursing homes; Planned Unit Development provisions including multifamily percentages and conservation restrictions; and interactions with existing Aquifer Protection District regulations.

Members identified drafting issues including redundant language, contradictory provisions, and inconsistencies that require revision. Chair Munroe confirmed the grant for this phase is expended but indicated the Board may seek additional funding to continue the project.
